According to standards for rating tourist attractions and establishing leisure blocks, the areas are divided into national and provincial levels. The selection process for the first batch of tourism and leisure blocks in Beijing began in June and the 12 that made the list were reviewed and approved by the Beijing Bureau of Culture and Tourism and Beijing Commission of Development and Reform.

Beijing plans to develop more national-level tourism and leisure blocks in future to build the city into an international consumption center.
