China takes measures for low-altitude airspace resources
China will take measures to optimize the allocation of low-altitude airspace resources and promote the construction of a civil low-altitude flight service supervision platform, in order to boost the development of the low-altitude economy, according to a draft amendment law.
The measures have been added in the draft revision to the Civil Aviation Law. It will be submitted for review to an upcoming session of the Standing Committee of the National People's Congress, which is scheduled to be held in Beijing from Tuesday to Friday.
While encouraging the establishment or improvement of flight management systems and standards to meet the requirements of low-altitude economic development, the draft amendment has also called for promoting the growth of the civil aviation manufacturing industry.
Huang Haihua, spokesman of the NPC Standing Committee's Legislative Affairs Commission, told a news conference on Monday that since the law was promulgated 30 years ago, the country's civil aviation research and manufacturing capabilities have been continuously enhanced and the scale of the transportation market has been expanding.
To improve high-quality development in the civil aviation sector, he said that the draft revision added provisions to support the research of key core technologies, in order to enhance the research and design capabilities for large aircraft and advanced engines.
In addition, considering that issues such as the ticket sales terms of civil aviation enterprises, and the related services for flight delays and cancellations are increasingly drawing consumers' attention, he added that the draft revision has also further clarified the need to strengthen the protection of passengers' rights and interests.
