The sudden, intense downpour triggered rapid widespread waterlogging across downtown areas and adjacent neighborhoods.
Local authorities have released public safety travel alerts, urging residents to "stay indoors unless absolutely necessary".
As of 10:10 am, the observatory maintained its red rainstorm warning.
Forecasters cautioned that persistent heavy rainfall would lash Qinzhou through Tuesday, paired with severe convective weather including brief thunderstorms and gale-force winds.
