為貫徹三中全會(huì)精神，國(guó)家信訪(fǎng)局將通過(guò)暢通和拓寬信訪(fǎng)渠道、依法規(guī)范信訪(fǎng)工作、大力推行“陽(yáng)光信訪(fǎng)”和全力推動(dòng)群眾合理訴求的有效解決，四方面推進(jìn)信訪(fǎng)改革。對(duì)于非法截訪(fǎng)則將發(fā)現(xiàn)一起查處一起，決不姑息。

A reform blueprint released by the Party in mid-November stated that the petitioning system would be reformed and the online petitioning system would be set up.
黨在11月中旬公布的改革藍(lán)圖提出將改革信訪(fǎng)制度，并建立網(wǎng)上投訴體系。
State Bureau of Letters and Calls（國(guó)家信訪(fǎng)局）將改革petitioning system（信訪(fǎng)制度），建立online petitioning system（網(wǎng)上投訴體系），方便群眾lodge petitions（提出訴求）。
當(dāng)前群眾投訴最多的是inappropriate land expropriations（不合理征地）、housing demolition（房屋拆遷）和有關(guān)labor and social protection（勞動(dòng)和社會(huì)保障）的不滿(mǎn)。
