Siming district: Advancing Xiamen's global vision through strategic development
In 2024, Siming district, Xiamen saw 1.15 trillion yuan ($825 billion) in wholesale and retail sales, surpassing the trillion-yuan mark for the fourth year in a row. It received 66 million tourists, generating 106.4 billion yuan in tourism revenue. Through its existing policy toolkit, Siming has effectively channeled 58.5 billion yuan in financial resources to support economic development.

Siming district has emerged as Xiamen's gateway to the world, hosting 133 commercial enterprises with annual sales exceeding 1 billion yuan each.
Siming district's new measures for promoting commercial circulation support enterprises in participating in domestic and international exhibitions, obtaining AEO advanced certification, and expanding into overseas markets.
To support outbound business expansion, Siming district has established law ascertainment centers in over 50 countries, including Brazil.
Culture-tourism-commerce synergy
Siming district topped China's top 100 tourism district ranking in May. As the only urban district boasting two 5A-rated attractions – Gulangyu Island and Xiamen Botanical Garden – alongside national ecotourism demonstration status, Siming welcomed over 66 million visitors, generating more than 106 billion yuan in tourism revenue.
Through ticket discounts and supportive measures, Siming district fosters collaboration among the culture, tourism, and commerce sectors. Over 400 specialized events and exhibitions were held in 2024 alone, with more than 200 additional promotional events in the first half of 2025. Over 12 million yuan in consumer vouchers were issued.

Finance as a foundation
Siming district has built a full-cycle, full-chain, all-scenario financial ecosystem. Its 58.5-billion-yuan policy toolkit integrates investment, subsidies, loans, and guarantees. The district also set up Siming Jinfu Holding Group to build a "finance + fiscal" service system. Today, Siming district is the top district in Xiamen in both financial institution density and industry development level.
