Shenzhen hikers fined for typhoon trek

Two hikers in Shenzhen, South China's Guangdong province, received the country's first fine for entering a natural disaster risk zone without authorization during a recent typhoon.

The hikers reportedly neglected the weather warnings during Typhoon Wipha and became trapped on a mountain in the Dapeng New Area of Shenzhen on July 19. They were moved to a safe area after a strenuous 12-hour search and rescue operation.

According to the city's regulation on the prevention and control of national disasters, individuals who enter designated natural disaster danger zones with access restrictions may incur fines ranging from 5,000 to 20,000 yuan ($696 to $2,785) and be held liable for associated rescue costs.

The two violators were fined 5,000 yuan each.

The Dapeng New Area became the first in the city to designate natural disaster danger zones in June 2025, after expert review and two rounds of public consultation.

The local government urged hikers to prioritize personal safety and adhere to regulations while enjoying the natural scenery and embarking on adventures.
