China's draft law on national development planning submitted for second reading
BEIJING -- China's draft law on national development planning was submitted on Monday to an ongoing session of the Standing Committee of the National People's Congress (NPC), China's top legislature, for a second reading.
Following its first reading in April 2025, the second draft aims to further clarify the NPC's relevant functions and demonstrate the authority of national development planning with an aim to promote the formulation, review, approval, implementation and supervision of national development plans in accordance with the law.
The second draft also includes adjustments to the chapter structure and additional content. These additions cover the duties and procedures of the NPC and its standing committee, as well as relevant special committees, in the review and approval of national development plans.
It also introduces a separate chapter on the supervision of national development planning and clarifies the specific roles of the NPC Financial and Economic Affairs Committee and other special committees in supervising the implementation of national development plans.
