SCO forum adopts Ningbo initiative on green, low-carbon cooperation

The Green and Sustainable Development Forum of the Shanghai Cooperation Organization on Wednesday adopted a Ningbo initiative on SCO sustainable development cooperation, proposing the establishment of a cooperative partnership on green and low-carbon technologies among SCO countries.

The initiative highlighted a series of common challenges facing SCO members, noting that implementation of the UN 2030 Agenda for Sustainable Development has fallen seriously behind schedule. It also pointed to rising concerns such as climate change and the digital divide.

It stressed that the SCO, as an important multilateral mechanism, has a responsibility to play a constructive role in global environmental protection and to advance a fair, equitable, cooperative and mutually beneficial system of global environmental governance.

Guided by a vision of global governance featuring extensive consultation, joint contribution and shared benefits, the initiative said SCO countries will work together to explore new pathways for global governance and jointly build a community of life for humanity and nature.

To that end, it called for the creation of a cooperative partnership on green and low-carbon technologies among SCO members, including stronger joint research and development, demonstration and application of environmental protection and green technologies.

It also proposed expanding joint training, exchanges of experience and knowledge sharing to promote the integration of digital and intelligent technologies into ecological and environmental development, as well as the green industry, and to strengthen digital and intelligent capabilities across SCO countries.

Shezra Kharal, Pakistan's minister of state for climate change and environmental coordination, welcomed the initiative, saying its focus on strengthening green partnerships, advancing global environmental governance and addressing shared challenges such as climate change and the digital divide is both timely and necessary.

"Within the SCO framework, there is now a clear opportunity to move from dialogue to delivery," she said.

She also emphasized the importance of integrating digital technologies into environmental governance, saying this offers significant opportunities to improve efficiency, transparency and impact.
